[ATS] Overcast Addon for SCS Weather v1.1

Descriptions:
I have made a small mod that replace a couple of sunny skyboxes with some that is overcast. I think it can be a bit monotone with only sunshine or rain.
It is tested on new profile with no errors in the log.
Overcast skyboxes and fog is from SCS, so the original texture size, look of vanilla game and performance is kept the same. Enjoy.
